"Contrary to media reports today, there is no tug of war between myself and my senior and close friend, Prime Cabinet Secretary Musalia Mudavadi. The PCs will continue operating from Railways Headquarters and myself from Harambee House," Kuria said.

In what seems to be a power struggle between the two offices, Kuria insisted that he would be in charge of Government Delivery Services and Inspectorate of State Corporations unless Executive Order No. 1 of 2023 is changed.

"Principal Secretary for Performance and Delivery Management Veronicah Nduva will also be based at Harambee House to oversee Government Delivery Services, Performance Contracting, State Corporations Advisory Committee and Inspectorate of State Corporations as per Executive Order Number 1 of 2023," he added.

At the same time, Kuria sarcastically said an office was not important to him, suggesting he could even work from the OTC bus stage.

"As for an office, I am a man the field, and as long as I am assisting the President to deliver the plan, I am ready to relocate to OTC next to my friend Rev Maina," Kuria added.

Why Mudavadi insists on working from Railways

Mudavadi, who is also in charge of the Foreign Affairs docket, said in a statement he would continue working from the Railways Headquarters.

“For the avoidance of doubt, the Office of the Prime Cabinet Secretary and Cabinet Secretary for the Ministry of Foreign and Diaspora Affairs remains at the Railways Headquarters,” his office said.

Mudavadi, through Secretary Government Strategic Communication Kibisu Kabatesi, said the Ministry of Foreign and Diaspora Affairs had been a squatter at the Treasury Building, and he is awaiting the renovation and refurbishment of his Railways office.

“Nonetheless, given his avowed unpretentiousness, the PCS-MFDA has already relocated to the premises pending completion. To therefore allege that Treasury Building is designated as the office of the Prime Cabinet Secretary and Cabinet Secretary for Foreign and Diaspora Affairs is to convolute public evidence in the Executive Order No1 of January 2023 that designates the office as at Kenya Railways headquarters,” said Kabatesi.
