PENAMALUT.COM, TERNATE – Setelah terungkap adanya dugaan pengaturan pemenang tender dalam proyek Masjid Raya Shaful Khairat Sofifi, Badan Pemeriksaan Keuangan (BPK) juga menemukan adanya indikasi penyalahgunaan anggaran proyek senilai Rp 47,9 miliar tersebut.
Dalam laporan hasil pemeriksaan (LHP) BPK, terdapat kekurangan volume pekerjaan Masjid Raya. Di mana terdapat perbedaan antara volume kontrak yang telah diadendum dengan volume pekerjaan (terpasang) yang dilaksanakan oleh pihak penyedia, antara lain untuk item-item pada pekerjaan beton dan pekerjaan lantai. Volume pekerjaan terpasang lebih kecil sebesar Rp 312.053.283,11 dari volume kontrak yang telah diadendum.
Selain kekurangan volume, terdapat pula kelebihan bayar harga satuan pekerjaan. Berdasarkan dokumen analisa harga satuan penawaran diketahui terdapat koefisien bahan ubin keramik yang tidak sesuai ketentuan, sehingga atas analisa harga satuan penawaran untuk pekerjaan pasangan lantai keramik L2 granite tile 600×1200 lantai 2 terdapat kelebihan pembayaran sebesar Rp 572.023.846,26.
Pekerjaun juga tidak sesuai spesifikasi. Berdasarkan foto dokumentasi dan hasil konfirmasi kepada PPK dan penyedia, diketahui terdapat pekerjaan yang tidak sesuai spesifikasi teknis pada pekerjaan pasangan bata menggunakan pasangan batu tela. Seherusnys sesuai spesifikasi teknis menggunakan pasangan bata ringan sebesar Rp 42.248.527,23.
Sebelumnya, Nuansa Media Grup (NMG) memberitakan terdapat dugaan permainan pemenang tender pada proyek tersebut. Di mana perusahaan yang menangani proyek masjid ini sengaja dimenangkan oleh pihak panitia yang ada di Biro Pengadaan Barang dan Jasa (BPBJ) Provinsi Maluku Utara.
Dalam LHP BPK terhadap pekerjaan fisik pembangunan Masjid Raya Sofifi lanjutan (tahun jamak) tahun 2021 tersebut dilaksanakan oleh PT. ALB (Anugerah Lahan Baru) berdasarkan
surat perjanjian Nomor: 600.640/SP/DPUPR-MU/APBD/MY/CK/FSK.01/2020 tanggal 10 Desember 2020 dengan nilai kontrak sebesar Rp 47.987.163.000,00 dengan jngka waktu pelaksanaan pekerjaan selama 334 hari kalender terkitung sejak tanggal 14 Desember 2020 sampai 13 November 2021.
Berdasarkan hasil pemeriksaan terhadap proses pengadaan LPSE Pemerintah Provinsi Maluku Utara, pemeriksaan uji petik atas fisik pekerjaan pada tanggal 5 Oktober 2022 yang didampingi oleh PPK, penyedia, dan Inspektorat, dokumen kontrak dan adendumnya, dokumen penawaran, back up data quantity serta foto dokumentesi diketahui sebagai berikut:
Terdapat indikasi pengaturan dalam proses tender atau tender tidak kompetitif. Paket fisik
pembangunan Masjid Raya Sofifi lanjutan (tahun jamak) diikuti oleh 13 peserta tender dengan dua peserta yang memasukkan dokumen penawaran.
Peserta tender PT. ALB dengan nilai penawaran Rp 47.987.163.000,00, HPS (harga perkiraan sementara) Rp 49.000.000.000,00, presentase 97,93 persen. Sementara PT. AWR (Anggaza Widya Ridhamulia) nilai penawaran Rp 41.572.036.816.93, HPS 49.000.000.000,00, presentase 84,84 persen.
Hasil evaluasi adminitrasi, kualifikasi, teknis, dan harga yang dilakukan oleh pokja atas dua peserta tersebut diketahui sebagai berikut bahwa PT. ALB lulus tahapan evaluasi adminitrasi, kualifikasi, teknis, dan harga. Sedangkan PT. AWR gagal pada tahapan evaluasi teknis dengan alasan, tidak melampirkan BPKB sebagai bukti kepemilikan satu unit peralatan utama dump truck dengan Nomor polisi AB 8376 BKN dan tidak melampirkan BPKB sebagai bukti kepemilikan satu unit peralatan utama Concrete dengan Nomor polisi A 9948 ZA.
Hasil perbandingan antara dokumen penawaran yang dimasukkan oleh PT. ALB dan PT. AWR
menunjukkan bahwa terdapat persyaratan yang tidak dapat dipenuhi oleh pemenang tender, namun dinyatakan telah sesuai oleh Pokja.
Dalam daftar peralatan utama yang dipersyaratkan seperti Excavator, menurut Pokja bahwa PT.
ALB sudah sesuai. Namun hasil pemeriksaan dokumen menunjukan bahwa peserta tidak melampirkan kepemilikan berupa invoice. Sementara untuk PT. AWR sudah sesuai.
Begitu juga dengan dump truck yang daftar peralatan utama PT. ALB sesuai, sedangkan daftar
peralatan utama PT. AWR menurut Pokja tidak sesuai. Namun hasil pemeriksaan dokumen menunjukkan bahwa peserta telah melampirkan dokumen kepemilikan STNK dan atau BPKB.
Hal yang sama juga terdapat pada mobil mixer. Di mana dalam daftar peralatan utama PT. ALB
menurut Pokja sesuai. Namun hasil pemeriksaan dokumen menunjukan bahwa sewa tanpa surat perjanjian sewa. Padahal PT. AWR sudah sesuai.
Hal ini dapat disimpulkan bahwa terdapat indikasi pengaturan dalam proses tender pembangunan
Masjid Raya Sofifi lanjutan (tahun jamak). Hasil wawancara BPK dengan seluruh anggota tim Pokja Pemilihan I yang ditugaskan untuk menangani paket tersebut secara satu persatu menyatakan bahwa seharusnya PT. ALB tidak lulus persyaratan teknis peralatan utama.
Pokja Pemilihan I juga mengakui hasil evaluasi akhir merupakan keputusan bersama pada aplikasi
LPSE.
Sekadar diketahui pekerjaan Masjid Raya Sofifi telah dinyatakan selesai dan diserahterimakan
dengan berita acara serah terima (BAST) pertama Nomor: 660.640/PHO/DPUPR-MU/APBDMY/CK/FSK.01/2020 tanggal 8 November 2021.
Pembayaran pekerjaan telah dilakukan sebesar Rp 47.987. 163.060,00 (100 persen) dengan SP2D terakhir Nomor:01041 SP2D-LSSILPA/BPKAD/II/2022 tanggal 11 April 2022. (gon/ask)
