PENAMALUT.COM, TERNATE – Dana bantuan sosial (Bansos) yang dikelola DPRD Provinsi Maluku Utara sejak 2019 hingga 2021 yang diperuntukkan bagi masyarakat Malut masih ada yang tidak tepat sasaran.
Meski demikian, Badan Pemeriksa Keuangan (BPK) Perwakilan Provinsi Maluku Utara yang melakukan pemeriksaan dengan tujuan tertentu (PDTT) dinilai tidak bisa berbuat banyak.
Dosen Fakultas Hukum Universitas Khairun (Unkhair) Ternate, Abdul Kadir Bubu, mengatakan bahwa pengelolaan anggaran tersebut diduga tidak tepat sasaran dan terkesan dilakukan secara ugal-ugalan.
“Anggaran Bansos yang dikelola DPRD Provinsi Malut yang dititipkan ke berbagai dinas, bahkan kabupaten dan kota yang dikelola oleh organisasi yang ditunjuk oleh oknum anggota DPRD dengan metode ”belah semangka” sebagai imbalan balik dari kompromi dua pihak,” ujar Abdul Kadir kepada Nuansa Media Grup (NMG), Rabu (28/12).
Kandidat Doktor Hukum Administrasi Negara Universitas Islam Indonesia (UII) Yogyakarta ini menyebut besaran anggaran Bansos ini bekisar Rp 500 juta hingga Rp 600 juta per organisasi. Padahal anggaran Bansos ini merupakan uang rakyat.
“Ini penting untuk diungkapkan kejelasan penggunaannya. Siapa saja anggota DPRD yang bermain di sini dan organisasi apa saja yang menerima Bansos? Ini harus dibuka ke publik, sehingga anggaran publik yang tidak sedikit jumlahnya itu bisa diketahui kejelasan penggunaannya,” tandasnya. (tan/ask)
