PENAMALUT.COM, TERNATE – Upaya Pemkot Ternate untuk melakukan pelelangan bangunan Plaza Gamalama Modern yang terletak di Kelurahan Gamalama, Kota Ternate kelihatannya masih jauh dari harapan.
Pasalnya, gedung mewah yang diresmikan mantan Wali Kota Ternate, mendiang Burhan Abdurahman, sejak 15 Februari 2021 lalu tersebut, hingga kini belum difungsikan oleh pihak ketiga. Alasannya, bangunan empat lantai itu belum diuji kelayakan.
Wali Kota Ternate, M. Tauhid Soleman mengatakan, sampai saat ini dari pihak kontraktor masih menyelesaikan proses uji lift eskalator. Selain itu, pihaknya belum bisa menerima kecuali diuji teknis terlebih dahulu sampai selesai.
“Kami sudah diminta untuk mempercepat agar segera difungsikan. Meski secara tahapan sudah siap, tapi permintaan barang yang diterima harus betul-betul bagus. Kan ada tim appraisal yang melakukan penilaian, tapi sampai saat ini belum dinilai,” tutur Tauhid, Senin (29/8).
Sementara, Kepala Dinas Perindag Kota Ternate, Muhlis S Djumadil menambahkan, penilaiannya harus dari tim appraisal dari Kota Makassar. Sebab, kata Muhlis, pihaknya belum mengetahui secara pasti pihak konsultan mana yang memiliki perhitungan yang dinilai bisa dilelang.
Lebih lanjut, Muhlis mengatakan, sejauh ini baru terdapat enam orang peminat, tetapi ada juga beberapa peminat dari Kota Manado.
“Tapi mereka mau siapa yang menjadi pemenang akan di sewa ulang tempat tersebut. Karena 6 orang ini masuk di Bagian Kerjasama, sementara dari Manado menawarkan lewat saya,” kata Muhlis.
Sedangkan uji lift eskalator, lanjut Muhlis, mesti ditangani pihak ketiga, yakni Dinas PUPR, karena yang tanda tangan kontrak bangunan tersebut adalah PUPR.
“Ketika diuji baru dilibatkan, makanya saya koordinasi dengan Kabid PUPR kapan uji supaya sama-sama menyaksikan kelayakan Plaza Gamalama mulai dari Aset BPKAD, BP2RD, Bappelitbangda dan Disperindag,” jelasnya.
“Tapi yang lebih berkompeten itu dari PUPR. Disamping itu, pekerjaan fisik memang sudah selesai, hanya saja kami berpikir bukan hanya bangunannya tapi ada aset yang di dalam seperti lift dan air yang harus diuji kelayakan,” sambungnya.
Muhlis bilang, sebenarnya bangunan tersebut sudah rampung diuji dan tercatat di aset pPemerintah Kota Ternate.
“Bagaimana mau dilelang sedangkan bangunan itu belum diakui asetnya. Dari awal pernah menyerahkan ke saya berita acara penyerahan PHO untuk pembayaran air, tapi saya tolak ulang karena belum diakui aset,” katanya.
Meski begitu, lanjut Muhlis, pembayaran iuran air dan listrik tetap dilaksanakan.
“Saya juga meresahkan lagi barang itu belum diserahkan sebagai aset, sehingga iuran listrik tetap jalan. Karena saya yang bayar listrik setiap bulan sebesar Rp 100 juta lebih,” pungkasnya. (udi)
