PENAMALUT.COM, SANANA – Dewan Pimpinan Daerah (DPD) Komite Nasional Pemuda Indonesa (KNPI) Kabupaten Kepulauan Sula mendukung langkah Bupati Fifian Adeningsih Mus mencopot Kepala Desa (Kades) Waiboga, Hasanudin Tidore.
Ketua terpilih DPD KNPI Sula, Ramdani Duwila mengatakan, langkah penonaktifan sementara Kepala Desa Waiboga sudah sesuai dengan peraturan.
Menurut dia, Kepala Desa Waiboga ini melanggar larangan sebagai kepala desa, sebab berdasarkan hasil audit Inspektorat ditemukan sejumlah persoalan, salah satunya adalah tidak membuat Laporan Pertanggujawab (LPJ) penggunaan anggaran ratusan juta. Bahkan tim audit juga tidak menemukan bukti-bukti fisik pengadaan sebagaimana yang tertera dalam rencana anggaran belanja (RAB).
Salain itu juga, lanjut Dani sapaan akrab Ramdani, bahwa ada dugaan temuan pengelolaan Anggaran Dana Desa (ADD) tahun 2020 triwulan I sampai IV senilai Rp 993.027.365, dan juga Dana Desa (DD) tahap I sampai III sebesar Rp 788.876.000 yang belum bisa dipertanggujawabkan oleh Kepala Desa dan Bendahara Desa Waiboga.
Untuk itu, berdasarkan UU Nomor 6 tahun 2014 Pasal 28 ayat 1 dan 2 maupun Permendagri Nomor 66 tahun 2017 tentang pengakatan dan pemberhentian kapala desa dalam Pasal 8 huruf d yang menjelaskan larangan sebagai kapala desa, serta huruf F tidak melaksanakan kewajiban sebagai kapala desa.
“Maka hal ini tidak perlu dibesar-besarkan oleh teman-teman, apalagi penonaktifan Kades Waiboga ini bersifat sementara. Jika Kades bisa atau mampu menyelesaikan LPJ pengelolaan keuangan desa, maka akan diaktifkan kembali,” kata dia kepada wartawan media ini, Kamis (20/1).
Akan tetapi, lanjut dia, jika nanti Kades tidak bisa menyelesaikan LPJ, maka kemungkinan bisa jadi dinonaktifkan permanen sesuai dengan peraturan perundangan-undangan yang berlaku.
“Saya kira penonaktifan ini agar menjadi bahan evaluasi Kepala Desa Waiboga maupun seluruh kapala desa yang ada di Kabupaten Kepulauan Sula agar anggaran desa harus dipergunakan sebaik-baiknya,” tukasnya. (ish/ask)
