SETIAP orang adalah penghasil sampah (baca perda Kota Ternate nomor 1 tahun 2013), sehingga berpotensi menciptakan masalah lingkungan sekaligus mengancam keberlangsungan hidup manusia, ekosistem dan mahluk hidup lainnya. Sementara data Produksi Sampah di Kota Ternate per harinya bisa mencapai 80 ton dan bahkan naik hingga di atas 100 ton (setiap bulan puasa/Ramadhan). Artinya, setiap hari produksi sampah kita di Kota Ternate mengalami peningkatan.
Sumber sampah di Kota Ternate sangat beragam mulai dari sampah rumah tangga, kawasan pasar, lokasi wisata, perkantoran, sekolah, taman kota, kampus, café/resto, hotel/penginapan, rumah sakit dan rumah makan, pelabuhan laut serta gudang/agen. Harusnya Pemkot Ternate fokus ke sumber ini, karena akar permasalahan sampah kita berputar di sini, termasuk sampah di kali mati (sungai/barangka) dan drainase (saluran got) yang tersumbat oleh sampah dan akhirnya bermuara ke laut saat hujan.
Salah satu poin sasaran capaian Rancangan Awal RPJMD Kota Ternate 2021-2026 adalah soal penanganan sampah. Kita tidak melihat konsep Pemkot Ternate dengan pendekatan TPS-3R yaitu Reduce (mengurangi), Reuse (menggunakan kembali) dan Recycle (daur ulang). TPS 3R diharapkan berperan dalam menjamin kebutuhan lahan yang semakin kritis untuk penyediaan TPA sampah di perkotaan khususnya di Kota Ternate. Meskipun baru-baru ini (100 hari kerja) sudah ada transferdepo di Kelurahan Bastiong tetapi sampah yang dikumpulkan belum dipilah antara sampah organik dan anorganik. Harusnya masing-masing sudah ditampung pada tempat yang terpisah sehingga pada saat diangkut ke TPA sudah langsung didaur ulang bukan ditumpuk bersamaan dalam satu bak sampah.
Jika lebih dalam melihat arah kebijakan RPJMD Kota Ternate 2021-2026, soal pengolahan sampah perkotaan ini baru akan digarap pada tahun 2024 artinya keseriusan Pemkot Ternate “TULUS” tidak efektif karena di tahun 2024 kita sudah diperhadapkan dengan pilkada serentak.
Jika sudah begitu, kita harus bertanya ke Pemkot Ternate soal kapan Ternate bebas sampah? Paling tidak ada skema target kegiatan menuju ke sana sehingga di tahun 2022 dan 2023 kita sudah bisa menebak model pengelolaan sampah “Ternate Andalan” apakah bisa dikurangi atau lebih parah. Dengan adanya bantuan tambahan armada 16 motor kaisar dan 1 perahu penyapu sampah di laut ini harusnya bisa dimaksimalkan.
Pengelolaan sampah kita selama ini belum aman bagi lingkungan, sehat bagi masayarakat dan yang terpenting bagaimana mengubah perilaku masyarakat serta menjadikan sampah sebagai sumber pendapatan (bank sampah), pupuk pertanian dan lainnya.
Untuk itu, maka harus ada skala prioritas (pilot project) penanganan sampah wilayah padat penduduk yakni di 3 (tiga) kecamatan: Ternate Selatan, Ternate Tengah dan Ternate Utara. Lalu jika berhasil bisa diadopsi di kecamatan yang lain. Bagaimana dengan soal pelibatan masyarakat di tiga kecamatan ini termasuk pelaku usaha dan sumber sampah yang disebut di atas banyak berada di wilayah ini, sehingga kita akan mengatakan bahwa “Ternate Andalan” berhasil mengelola sampah di Kota Ternate yang kita cintai ini.***
