PENAMALUT.COM, JAILOLO – Kepala Inspektorat Kabupaten Halmahera Barat, Julius Marau kepada wartawan Senin (2/8) kemarin mengungkapkan bahwa hingga 2021 ini, Badan Penanggulangan Bencana Daerah (BPBD) Halbar belum menyampaikan laporan pertanggungjawaban (LPJ) dana Covid.
Padahal, kata Julius, seharus sebelum tahun anggaran 2020 berakhir, LPJ tersebut sudah dimasukkan. Bahkan ia sudah beberapa kali mencoba berkoordinasi dengan BPBD, namun belum juga direspons.
Menanggapi hal itu, Kepala Sub Bagian (Kasubag) Keuangan BPBD Halbar, Samiun Mohamaddin mengakui pihaknya belum memasukkan LPJ penggunaan anggaran covid tahun 2020 ke Inspektorat.
Meski, kata dia, laporannya belum disampaikan Inspektorat, namun secara keseluruhan anggaran covid 2020 sudah dilakukan pemeriksaan oleh Badan Pemeriksa Keuangan (BPK) sejak April 2020. Selain BPK, Badan Pengawasan Keuangan dan Pembangunan (BPKP) juga telah melakukan pemeriksaan di akhir tahun 2020.
“BPK lakukan pemeriksaan fisik pada awal 2020 sampai dua kali. Bahkan Laporan Hasil Pemeriksaan (LHP) BPK untuk dana covid sudah keluar,” ujar Samiun saat ditemui wartawan, Rabu (4/8).
Ia melanjutkan, pada saat pemeriksaan yang dilakukan BPK itu dilakukan di kantor Inspektorat. Sehingga segala sesuatu yang menyangkut dengan pemeriksaan jika ada kekurangan data, maka Inspektorat yang akan mengambil data.
“Mungkin maksud Pak Inspektur bahwa hasil laporan kami belum masuk ke Inspektorat, tapi secara keseluruhan pemeriksaan BPK sudah selesai,” ujarnya.
Kata dia, selama ini dirinya belum dapat perintah dari kepala BPBD sebelumnya untuk masukkan LPJ tersebut. Pihaknya juga belum pernah menerima surat pemberitahuan untuk permintaan LPJ dari Inspektorat.
“Jadi sampai saat ini saya tidak pernah tahu, entah dari Inspektorat sudah menyurat ke BPBD dan belum diperintahkan oleh Kepala BPBD sebelumnya atau Inspektorat belum sama sekali menyurat ke kami soal pemberitahuan agar segera masukkan LPJ itu,” tandasnya.
Disebutkannya, Inspektorat hanya sebagai pengawasan internal. Sedangkan anggaran covid 2020 itu juga dimonitoring oleh Aparat Pengawas Internal Pemerintah (APIP) dalam hal pengelolaan.
Meski demikian, ia berjanji memasukkan LPJ dana covid ke Inspektorat.
“Nanti baru kami masukkan laporan itu ke Inspektorat. Tadi juga saya sudah ke Inspektorat, dan sudah lakukan koordinasi,” terangnya.
Samiun berujar, terkait dana covid hasil refocusing tahun 2020 tidak lewat langsung di BPBD, akan tetapi hasil refocusing itu melalui Dana Tak Terduga (DTT). Sementara yang melekat langsung kemungkinan hanya Dinas Kesehatan.
Berdasarkan data yang diterima wartawan, penggunaan anggaran covid 2020 di BPBD Halbar sebesar Rp 3.475.185.000. (yadi/ask)
