PENAMALUT.COM, TERNATE – Sikap Bupati Halmahera Selatan, Usman Sidik, yang mengganti Kepala Puskesmas Kayoa Utara mendapat sorotan dari akademisi.
Pasalnya, pergantian jabatan itu dinilai keliru lantaran menempatkan seorang kepala puskesmas dengan pangkat golongan II D. Padahal, dalam aturannya disyaratkan seseorang yang menjabat kepala puskesmas minimal berpangkat III B.
Akademisi Fakultas Hukum Universitas Khairun (Unhkair) menganggap kebijakan Bupati Usman dengan mengganti Kepala Puskesmas Kayoa Utara sebelumnya yang berpangkat III B dengan yang baru berpangkat II D adalah hal yang keliru.
“Ini keliru dan menabrak aturan, karena menempatkan kepala puskesmas tidak sesuai syarat kepangkatan. Padahal salah satu syarat kepangkatan menduduki jabatan kepala puskesmas harus golongan III B, bukan II D,” tegas Dade sapaan akrabnya kepada wartawan, Jumat (25/6) malam.
Menurutnya, kepala daerah terpilih yang baru dilantik sebelum masa jabatannya 6 bulan, tidak boleh melakukan pergantian pejabat. Kalaupun terpaksa melakukan pergantian, orang yang ditempatkan itu harus terpenuhi kepangkatannya.
“Ini birokrasi, bukan perusahaan. Proses pergantian pejabat itu tidak serta merta tidak disuka, lalu diganti begitu saja. Bukan begitu caranya. Mestinya harus dievaluasi lebih dahulu,” ujarnya.
Memang, kata dia, Bupati memiliki wewenang untuk melakukan pergantian, tetapi wewenang itu belum bisa dipergunakan, karena dibatasi oleh undang-undang yang dilarang melakukan pergantian sebelum 6 bulan masa jabatan.
“Sangat keliru kalau diganti sesuka hati. Tidak bisa begitu. Kenapa orang yang ditempatkan itu pangkatnya tidak memenuhi syarat, bahkan pergantian ini tanpa melalui evaluasi lagi. Jangan berdasarkan pada laporan tim sukses atau laporan-laporan yang lain, lalu seenaknya diganti. Itu tidak bisa,” tukasnya.
Sementara Kepala Dinas Kesehatan Halsel, Hasna Muhammad yang dikonfirmasi via telepon tidak menggubris. Bahkan pesan yang dikirim lewat whatsApp tidak diresponnya.
Hingga berita ini tayang, belum ada tanggapan dari pihak Dinas Kesehatan Halmahera Selatan.
Sekadar diketahui, Kepala Puskesmas Kayoa Utara sebelumnya dijabat Fadli Tetalif yang berpangkat golongan III B. Kini ia digantikan oleh Suhaimi Fataruba yang diketahui masih golonga II D dan berijazah Diploma III Kebidanan. (ano/ask)
