PENAMALUT.COM, TERNATE – Dugaan kasus tindak pidana korupsi (tipikor) dana hibah KNPI kabupaten Halmahera Barat (Halbar) hingga kini tak kunjung ada kejelasan. Penyidik Polres Halbar bahkan dianggap tidak serius menangani kasus yang dibuka sejak 2018 tersebut.
Akademisi Universitas Khairun Ternate, Abdul Kadir Bubu, menyesalkan lambatnya penyidik dalam menangani kasus ini. Bahkan Dade, sapaan akrab Abdul Kadir, merasa pihak penyidik hanya main-main.
“Padahal pernah berjanji akan diusut, tapi nayatanya tidak serius,” kata Dade, Kamis (3/6) kemarin.
Bagi Dade, kepastian hukum soal dana hibah KNPI Halbar selalu dinantikan publik karena kasusnya sudah lama. “Oleh karenanya tidak ada alasan bagi Reskrim Polres Halbar untuk menunda penentapan tersangka,” tukasnya.
Apalagi, lanjut Dade, hasil audit investigasi dari Inspektorat Provinsi Maluku Utara sudah dikantongi oleh pihak penyidik. “Jika belum ada bukti meyakinkan untuk tetapkan tersangka, maka jangan dulu umbar janji. Jangan sampai dibilang berbohong,” tambahnya.
Kasus dana hibah KNPI nantinya menjadi pekerjaan rumah bagi Kapolres Halbar dan Kasatreskrim yang baru akan menjabat.
Sebelumnya, mantan Kasat Reskrim Polres Halbar Iptu Elvin S. Akbar, pada 12 Maret lalu, menyatakan hasil audit investigasi sudah ada penyerahan dari Inspektorat Provinsi Maluku Utara dan sudah diekpose oleh pihaknya.
“Laporan lengkapnya sudah disampaikan kemarin dan nanti kami tunggu langkah-langkah selanjutnya,” ucapnya 12 Maret lalu.
Elvin juga menyebutkan tinggal kelanjutan dari Inspektorat, pihaknya menunggu 50 sampai 60 hari kedepan.
“Jadi sementara hampir keseluruhan dipaparkan cuma nanti kami tunggu Inspektorat melakukan investigasi lagi. Finalnya sekitar sebulan atau dua bulan lagi,” tambahnya.
Ia juga mengaku nanti dikaji lagi untuk pengarahan tersangkanya. “Setelah kerugian negaranya sudah ada kami bakal ungkapkan siapa tersangkanya,” terangnya.
Dikatakannya, sejauh ini sudah ada gambaran tapi belum bisa diekspos karena hasil audit investigasi dari Inspektorat Malut pun belum pasti.
Untuk diketahui, kasus dugaan korupsi dana hibah KNPI Halbar adalah seniai Rp 350 juta di tahun 2017. Kasus ini ditangani Polres Halbar pada 2018. KNPI yang terlibat disini adalah versi Manase Mouw dan Harun Bahrudin.
Data yang dihimpun media ini sebelummnya, di bulan September 2019 penyidik tipikor telah melakukan penyelidikan yang berjalan kurang lebih tiga bulan. Beberapa data telah didapat, yakni Laporan Pertanggunjawaban (LPJ) yang mesti diserahkan pada Januari 2018 molor Maret 2019.
Sejumlah alat bukti telah dikantongi penyidik. Di antaranya SK kepengurusan, dokumen proposal yang diajukan dengan total anggaran Rp 550 juta dan Rp 350 juta, surat perintah membayar, SP2D dan kwitansi dari akomodasi biaya menginap di hotel, fotocopy ATK. Penyidik juga telah memeriksa 11 orang saksi. (yadi)
