PENA – Rencana pembentukan Dewan Kebudayaan Maluku Utara kembali mendapat penolakan dari Keluarga Malamo Ternate (Karamat). Ketua Bidang Kebudayaan Karamat, Wawan Ilyas menegaskan, rencana pembentukan Dewan Kebudayaan Maluku Utara telah menunjukkan kedangkalan berfikir.
Wawan memaparkan beberapa alasannya atas pernyataan kedangkalan berfikir tersebut. Pertama, dalam Undang-undang tentang Pemajuan Kebudayaan tidak ada kalimat yang mengatur tentang pembentukan dewan di daerah. Kedua, hanya segelintir orang yang merencanakan pembentukan Dewan Kebudayaan Maluku Utara, tapi mengatasnamakan banyak orang. Ketiga, rencana pembentukan Dewan Kebudayaan mengindikasikan bahwa seakan-akan di Maluku Utara tidak ada lembaga atau komunitas kebudayaan yang selama ini peduli dan sudah bergerak mengembangkan kebudayaan daerah.
“Kan kita punya banyak sekali lembaga dan komunitas kebudayaan,” tegas Wawan, Jumat (12/2).
Alumni Pascasarjana UGM Yogyakarta ini mempertanyakan, kebudayaan macam apa yang perlu di-kongres-kan. Menurut Wawan, gerakan semacam ini merupakan kesalahan berfikir yang sangat luar biasa, karena hal itu menggambarkan telah terjadi gerakan merendahkan kebudayaan. Secara ontologis, lanjut Wawan lagi, kebudayaan itu sudah ada, persoalan dikembangkan atau tidak tergantung komitmen dari warga masyarakat.
“Bukan dengan harus membangun lembaga baru atas nama kebudayaan. Keliru itu. Pengalaman yang kita lihat tidak ada komitmen pemerintah dalam membangun relasi bersama banyaknya komunitas di daerah. Ini dulu yang harus diselesaikan dan bukan menciptakan lembaga baru, apalagi itu berbentuk dewan kebudayaan,” paparnya.
Selain itu, Wawan menduga, rencana pembentukan Dewan Kebudayaan seolah-olah menganggap bahwa empat kesultanan di Moloku Kie Raha tidak penting.
“Problem kita selama ini pemerintah masih setengah hati membangun relasi antar pemerintah dengan kesultanan dan komunitas. Itu faktanya. Misalnya, kasus di Ternate sangat jelas. Bahkan temuan beberapa penelitian menunjukkan kesultanan sebagai lembaga adat dan budaya tidak diberikan porsi yang memadai dalam soal pengembangan Ternate sebagai Kota Budaya. Inkonsistensi itu yang mestinya ditelaah. Silahkan baca disertasinya Herman Oesman; Satu Kota Dua Kuasa. Itu sangat jelas,” paparnya.
Bahkan ia bilang, dibidang hukum pengaturan tanah misalnya, sistem nilai yang ada di kesultanan tidak diperhatikan oleh kebijakan-kebijakan kota. Padahal, kita punya Perda Adat Nomor 13 tahun 2009 yang mengatur soal hak ulayatt masyarakat adat kesultanan Ternate.
“Dalam implementasinya tidak ada sama sekali perhatian ke arah sana. Saya juga heran kenapa harus dibentuk dengan alasan bahwa di Malut sekarang minimnya kuantitas lembaga adat dan budaya. Loh bayangkan, mereka bicara kuantitas. Ini kan sangat lucu,” ucapnya.
Ia menambahkan, sebenarnya lembaga seperti Balai Bahasa, BPCB, Dinas Kebudayaa kabupaten/kota maupun provinsi, ditambah empat kesultanan dan komunitas-komunitas budaya itu sudah lebih dari cukup untuk membangun relasi, komunikasi dan berkordinasi. Wawan menegaskan, jangan membentuk Dewan Kebudayaan seakan-akan itu adalah solusinya, apalagi mengklaim sebagai pemersatu. “Kamuflase semua itu,” tegas Wawan.
Wawan juga menyayangkan, beberapa akademisi turut campur dan bahkan mendukung rencana pembentukan Dewan Kebudayaan. Sepertinya, lanjut Wawan, mereka kekurangan referensi dan informasi dalam soal ini.
“Kami tidak ingin kebudayaan itu disederhanakan ke dalam rameang-rameang dan kongres-kongres. Itu hanya menghabiskan uang saja nanti tanpa ada kerja nyata. Belajarlah dari beberapa komunitas yang komitmen dan konsisten dalam bergerak mengembangkan kebudayaan,” pungkasnya. (*)
