PENA – Pemerintah Provinsi Maluku Utara memastikan akan membayar Tambahan Penghasilan Pegawai (TPP) di awal Maret 2021. Kepastian ini disampaikan Sekretaris Provinsi Malut, Samsuddin Abdul Kadir, saat ditemui Sabtu (30/1) akhir pekan kemarin.
Sebelumnya terdapat perbedaan keterangan antara Sekprov dan Kepala Badan Pengelolaan Keuangan Pendapatan dan Aset Daerah (BPKPAD) Malut terkait TPP. Menurut Sekprov, TPP akan dibayar akhir Januari. Sementara keterangan Kepala BPKPAD Ahmad Purbaya, bahwa TPP itu akan dibayar pada Maret nanti.
Sekprov saat ditemui menjelaskan bahwa keterangan yang disampaikannya itu bisa saja berubah. Karena yang disampaikan itu pada saat dirinya yang buat dan itu beberapa minggu sebelumnya. “Kalau lancar kan bisa dibayar. Hanya saja evaluasi penyelesaian (APBD) dari Kemendagri agak tertunda antara kita dan DPRD hingga masuk Januari. Kalau sudah ada pembahasan sebelumnya, maka bisa saja,” tuturnya.
Ia bilang, tertundanya pembahasan persetujuan bersama antara Pemprov dan DPRD lantaran hasil evaluasi APBD dari Kemendagri baru masuk ke Pemprov Malut. Ditambah lagi saat itu waktu libur, sehingga pembahasannya tertunda.
Meski saat ini sudah selesai dibahas dan persetujuan bersama APBD itu telah dikirimkan kembali ke Kemendagri, namun lantaran diberlakukan pembatasan sosial berskala besar (PSBB) di Jakarta dan sekitarnya, sehingga pegawai Kemendagri yang masuk juga hanya beberapa persen. “Selama ini kita melakukan pembahasan hingga evaluasi dan mendapatkan nomor rekening dan segala macam, kita jarang mendapatkan waktu maksimal. Karena pegawainya banyak, jadi paling dua sampai tiga hari selesai. Tapi sekarang sampai 14 hari karena adanya pandemi ini,” jelasnya.
“Jadi setelah Kaban Keuangan melakukan perhitungan semuanya dan menyampaikan antara akhir Februari atau awal Maret, saya pikir dia memperhitungkan tahapan-tahapannya. Karena setelah APBD balik dari Kemendagri, kita harus mencetak DPA. Setelah itu ditandatangani ini kan lama lagi, baru permintaan,” sambungnya.
Selain APBD Provinsi yang mengalami keterlambatan, kata Sekprov, APBD di kabupaten/kota juga demikian mengalami keterlambatan. Namun dirinya memastikan paling lambat pekan depan nomo registrasi APBD sudah bisa keluar. (ask)
