PENA – Dinas Kelautan dan Perikanan (DKP) Provinsi Maluku Utara tinggal menunggu Keputusan Presiden (Kepres) terkait program Lumbung Ikan Nasional (LIN). Kepres tersebut ditargetkan Februari atau Maret ini sudah diteken Presiden Joko Widodo. Dengan begitu, pada Maret 2021 nanti program LIN dipastikan sudah bisa jalan.
Pelaksana Tugas (Plt) Kepala DKP Malut, Abdullah Assagaf mengatakan bahwa total anggaran LIN untuk Provinsi Malut sebesar 1,7 Triliun. Pada tahap pertama yang akan dicairkan berkisar 300 sampai 500 miliar, dan akan berlangsung selama tiga tahap. “Jadi kita tunggu Kepres. Kalau Kepres sudah ada, maka program sudah bisa jalan. Jadi mungkin di Maret sudah ada,” ujarnya saat ditemui di sela-sela kegiatan Musyawarah IKAPERIK yang berlangsung di Sahid Hotel, Sabtu (23/1).
Anggaran tersebut, lanjut Abdullah, difokuskan untuk pembangunan infrastruktur, sarana prasarana perikanan dan kelautan. Selain itu, juga ada kegiatan pemberdayaan untuk perikanan tangkap. “Ada armada, alat tangkap dan lain sebagainya,” jelasnya.
Menurutnya, program LIN ini dibagi ke empat Sentra Perikanan Terpadu (SPT). SPT satu ada Kabupaten Morotai, Kabupaten Halmahera Utara, dan Kabupaten Halmahera Timur. SPT dua terdiri dari Kota Ternate, Kabupaten Halmahera Barat, Kota Tikep, dan Kabupaten Halmahera Tengah. Untuk SPT tiga ada di Kabupaten Halmahera Selatan. Sementara SPT empat terdiri dari Kabupaten Kepulauan Sula dan Kabupaten Taliabu.
“Semua program akan difokuskan ke masing-masing SPT, ditambah dengan kegiatan tambahan yakni peningkatan sumber daya manusia,” terangnya.
Meski demikian, Kepala Bidang Perikanan Tangkap ini mengaku khwatir jika Kepres ini terlambat keluar akan terjadi refocusing anggaran. Kekhawatiran yang sama juga dirasakan pihak Kementerian Kelautan dan Perikanan (KKP), khususnya Biro Perencanaan Sekretariat Jenderal KKP. Sebab pandemi covid belum berakhir dan butuh penanganan yang memakan banyak anggaran.
Oleh karena itu, dirinya berharap agar Kepres segera diteken. Sehingga proses pencairan anggaran dan programnya bisa jalan. “Tapi kita optimis Kepres ini bisa turun bulan depan. Dengan begitu DIPA sudah bisa jalan dan tinggal action saja,” tandasnya menutup. (ask)
