PENA – Provinsi Maluku Utara merupakan salah satu daerah yang memiliki potensi sumber daya alam laut yang melimpah. Hal ini menjadikan Provinsi Malut masuk dalam salah satu dari tiga wilayah pengelolaan perikanan nasional. Seperti yang disampaikan Sekretaris Provinsi Malut, Samsuddin Abdul Kadir, pada saat membuka kegiatan Musyawarah IKAPERIK, Sabtu (23/1).
Menurutnya, pembangunan Lumbung Ikan Nasional (LIN) akan dilaksanakan di Malut dan menjadi agenda prioritas pembangunan nasional. Provinsi Malut yang memiliki 805 pulau dengan luas wilayah 145.819 kilometer persegi atau sekitar 70 persen berupa laut, menjadikan Provinsi Malut memiliki potensi begitu besar dengan persediaan ikan (standing stock) 4 juta ton per tahun. Sementara potensi lestari 517 ribu ton per tahun.
Pemprov Malut, lanjut Sekprov, mencanangkan proyek mercusuar perikanan dengan menjadikan Malut sebagai lumbung ikan nasional dengan mengusung konsep perikanan berkelanjutan. Konsep ini kemudian disetujui Kementerian Kelautan dan Perikanan (KKP). “Maluku Utara kini terpilih menjadi wilayah pengembangan LIN, karena memiliki potensi perikanan yang mencapai 4 juta ton,” jelasnya.
Mantan Penjabat Bupati Morotai ini pun berharap pembangunan LIN perlu mengedepankan jaminan terhadap akses nelayan lokal. Sehingga pembangunannya tidak hanya memberikan keuntungan kepada investor asing yang berpotensi mengeksploitasi SDA. “Nelayan lokal harus dijamin masih bisa mengakses sumber daya ikan, meski banyak muncul penanaman modal asing di Malut,” harapnya.
Sementara Plt kepala Dinas Kelautan dan Perikanan Malut, Abdullah Assagaf bahwa angaran LIN yang dikucurkan untuk Provinsi Malut akan difokuskan pada pembangunan infrastruktur, sarana prasarana perikanan dan kelautan. Selain itu, juga ada kegiatan pemberdayaan untuk perikanan tangkap seperti armada, alat tangkap dan lainnya.
Ada empat Sentra Perikanan Terpadu (SPT) di Malut yang akan menjadi fokus pembangunan LIN ini. SPT yang pertama terdiri dari Kabupaten Morotai, Kabupaten Halmahera Utara, dan Kabupaten Halmahera Timur. SPT yang kedua terdiri dari Kota Ternate, Kabupaten Halmahera Barat, Kota Tikep, dan Kabupaten Halmahera Tengah. Untuk SPT yang ketiga ada di Kabupaten Halmahera Selatan. Sementara SPT yang ke empat terdiri dari Kabupaten Kepulauan Sula dan Kabupaten Taliabu.
Ia bilang, semua program akan difokuskan ke masing-masing SPT, ditambah dengan kegiatan tambahan yakni peningkatan sumber daya manusia. “Jadi program LIN ini kita fokus ke pengembangan SPT ini,” terangnya mengakhiri. (ask/adv)
