PENA – Pelaksana Harian Sekretaris Daerah Halmahera Timur (Haltim) Ricky Chairul Richfat, diketahui melayangkan surat kepada Mendagri Tito Karnavian untuk tidak mengakomodir usulan Pejabat (Pj) Bupati Haltim.
Entah ada angin apa, langkah Ricky ini dianggap sebagai upaya melangkahi kewenangan Gubernur Maluku Utara (Malut) Abdul Gani Kasuba, yang telah mengajukan surat pengangkatan Pj Bupati ke Mendagri atas nama Buyung Radjiloen.
Apa yang dilakukan Ricky ini sampai ke publik. Bahkan, kabar tersebut telah menjadi rahasia umum. Ricky diketahui mengirim surat ke Mendagri atas nama sekretariat daerah kabupaten Haltim dengan Nomor: 130/140-SETDA/09/2020 tertanggal 28 September 2020.
Dalam surat tersebut, Ricky Chairul meminta pertimbangan Mendagri M. Tito Karnavian untuk tidak mengakomodir surat usulan penetapan penjabat Bupati Halmahera Timur. Isi surat tersebut Ricky Chairul meminta kepada M. Tito menunjuk salah satu pejabat di Kemendagri RI yang bisa bekerjasama dengan pemerintah daerah dan masyarakat untuk menjadi penjabat Bupati Halmahera Timur.
“Berkenaan dengan kondisi saat ini di Kabupaten Halmahera Timur pasca meninggalnya Bupati Halmahera Timur, Muhdin Hi. Ma’bud pada 4 September lalu, olehnya itu saat ini terjadi kekosongan jabatan Bupati dan Wakil Bupati Haltim kurang lebih tiga minggu. Hal ini sangat mempengaruhi jalanya roda pemerintahan di Haltim,” begitu isi atau bunyi surat yang diteken Ricky Chairul, 28 September 2020.
Usaha Ricky Chairul menggagalkan surat usulan Gubernur Maluku Utara, Abdul Gani Kasuba itu ditanggapi Sekretaris Jenderal AMPERA Halmahera Timur, Mahibu Nandar. Mahibu menilai usaha pencekalan yang dilakukan Ricky Chairul itu tidak punya legal standing.
“Kewenangan jabatan sebagai plh itu sangatlah terbatas, apalagi surat tersebut tidak ada tembusan ke gubernur sebagai perwakilan pemerintah pusat di daerah. Ini bentuk ketakutan seorang pelaksana hari sekretaris harian terhadap nama penjabat yang diusulkan Gubernur Maluku Utara beberapa waktu lalu,” kata Muhibu.
Mahibu mengatakan jabatan Ricky Chairul Ricfat hanya pelaksana harian. Mahibu menyebut pelaksana harian tidak punya kewenangan menyurat ke kemendagri. “Alasan apa menyurat kemendagri,” tanya Mahibu.
“Dugaan sementara Ricky Chairul sudah terlibat politik praktis, sebab ada hak apa seorang plh mencampuri penetapan penjabat bupati dan rela meninggalkan tugas kurang lebih satu bulan,” tambahnya. (*)
