TERNATE – Dewan Pengurus Daerah (DPD) Komite Nasional Pemuda Indonesia (KNPI) Maluku Utara (Malut) kembali angkat bicara soal penanganan Covid-19 di Maluku Utara. Kali ini, KNPI Malut menyoroti kebijakan Pemerintah Kota Ternate yang bertindak agresif kepada masyarakat di malam hari dalam perberlakuan physical distancing.
Wakil Ketua DPD KNPI Malut, Hendra Kasim, mengatakan setiap kebijakan yang diambil oleh pemerintah daerah, termasuk Pemkot Ternate tetap perlu didukung, asalkan kebijakan tersebut tidak berntentangan dengan norma hukum yang berlaku serta dimaksudkan untuk menyudahi penyebaran Virus Covid-19.
“Pada prinsipnya Pandemik Covid-19 adalah common enemy (musum bersama) bagi semua pihak. Kaitan dengan langkah pemerintah ini, kami menaruh beberapa catatan, khususnya tindakan kekerasan terhadap orang-orang di malam hari. Sebenarnya, dasar hukum apa yang digunakan saat menggunakan tindakan kekerasan kepada masyarakat di malam hari,” jelas Hendra, Sabtu (5/2/2020), dalam keterangan tertulisnya.
Hendra juga mempertanyakan tindakan yang diambil ini kepada Pemkot Ternate atau Walikota Ternate selaku Ketua Tim Gugus Tugas, kenapa kebijakan penertiban tidak dilakukan di Pasar Gamalama atau Pasar Bastiong, tapi hanya dilakukan pada warga yang nongkrong atau berkumpul pada malam hari.
“Kenapa hanya malam hari bertindak seperti itu, kenapa tidak siang hari. Memangnya Covid-19 hanya menyebar di malam hari? Dan menurut kami tindakan kekerasan tidak dibenarkan menurut hukum, karena negara tidak bisa berlaku agresif kepada warganya,” tegas Hendra.
“Pengecualian dapat dilakukan jika diberlakukan PSBB, itupun tidak dalam bentuk kekerasan, namun melalui proses pidana atas setiap orang yang melanggar PSBB sebagaimana ketentuan yg mengatur Karantina Kesehatan. Maka, tegas kami sampaikan kepada Walikota selaku Ketua Tim Gugus Tigas untuk menertibkan cara-cara kekerasan tersebut,” tutup Hendra, tegas. (red)
Selama ini, Hendra menambahkan, bekerja di rumah hanya sekedar himbauan oleh Pemkot Ternate. Sifat himbauan menurut Hendra, tidak memiliki dasar yang cukup kuat untuk menggunakan upaya paksa, apalagi hingga tindakan kekerasan.
