Carlos A. Leon was elected to the Anaheim City Council in November 2022, representing District 2 in west Anaheim.

Council Member Leon is a lifelong west Anaheim resident who attended Mattie Lou Maxwell Elementary School, Dale Junior High School and Magnolia High School. He also served in Anaheim Community Services’ VolunTEEN program.

On the City Council, Leon is focused on addressing homelessness and affordable housing, youth programs, promoting youth entrepreneurship and small businesses, improving public safety, streets, sidewalks, parking and other neighborhood revitalization in District 2.

Leon serves as a board member and vice president of community and youth engagement at Anaheim-based Youth Leadership America, a nonprofit focused on youth leadership and development.

Earlier in his career, Leon served as senior manager of business development for Contoural Inc., a Los Altos-based information governance and records management consultant.

Leon is the proud son of Mexican immigrants. His mother, Maria, studied medicine in Mexico before focusing on family. His father Carlos Leon Sr. worked as a deputy building inspector.

Council Member Leon was as an altar server at St. Justin Martyr Church. In high school, he was a drum major in the Magnolia Sentinel Band as well as the Santa Ana Winds Youth Band, marching in the Loara Band Review parade and the Hollywood Christmas Parade. 

Leon holds a bachelor’s in public policy and political science from the University of California, San Diego, with a minor in business from the Rady School of Management at UC San Diego.
